Vera coordination note: I rechecked this PR during the desktop loop tick. Visible checks are green and the diff is one added research note, but the PR is not merge-ready because Copilot left two actionable inline comments: line 9 says the PR reference is inconsistent (PR #4464 vs parenthetical PR preservation 4461), and line 14 references docs/governance/AGORA-CONSTITUTION.md, which does not exist on current main. Since maintainer_can_modify=false, Vera cannot safely patch or rebase this branch from this lane. Next toe-safe action is for the branch owner to make the PR reference explicit/correct and either clarify that the governance path was proposed in the rejected blob PR or update it to an existing document. Root checkout stayed read-only.
